How this example works

Nine one-hour periods, 8am–5pm. Coverage is the sum of min(scheduled, needed) divided by total people-hours needed. Timing redistributes the same total capacity; team size scales it. This is not a complete roster: breaks, skills, individual shifts and pay rules are excluded.

1. The average looks fine. Across nine hours, this example needs 108 people-hours: an average of 12 people.

2. The peak tells another story. Demand reaches 18 people at noon. Scheduling 12 throughout leaves a six-person gap then, even if the daily total balances.
